Ethical international recruitment of skilled professionals – with a quality seal
We stand for fair recruitment.
We have held the Fair Recruitment Healthcare Germany since it was introduced by the Federal Ministry of Health in 2022. TalentOrange GmbH and its clients, employers across Germany, follow the employer-pays principle: costs related to recruitment are never passed on to the skilled professionals. However, we have upheld these high ethical standards since the founding of TalentOrange, including in the recruitment of other professional groups. We do not believe that young people should have to go into debt in order to work in Germany. We want to select the best candidates for our clients – not only those from families who can afford to finance the migration process themselves. That is why we cover our talents’ language course costs and provide a scholarship. This makes our program attractive enough that we can support the highest-performing candidates from thousands of applicants on their path to Germany.
We adhere to these guiding principles of fair recruitment:
Full transparency:
All contracts and documents are provided to our talents in their native language in good time before signing. There are no verbal side agreements.
Employer pays principle:
Professionals with us pay neither for their German course nor for the placement. We advance all costs; the process is free of charge for our talents.
Limiting risk:
Our talents bear no financial risk. However, they commit to staying with their first employer for two years. This also limits the employer’s risk.
Regular audit:
Every two years, TalentOrange is recertified. We continuously improve our processes and adapt them to the current requirements of the RAL quality seal.

Responsibility and Ethics in International Recruitment of Skilled Professionals.
International recruitment of skilled professionals affects not only the destination country, but also the countries of origin. We are fully aware of the significant social responsibility our work carries for all parties involved — especially for the professionals themselves. We are committed to ensuring that our talents do not have to pay anything to obtain employment in Germany (“no fee policy” / employer-pays principle). We comply with the standards of the “Fair Recruitment Healthcare Germany” quality seal and require our partners to do the same. Further details can be found in our Declaration of Principles.
Our code of conduct is based on the “WHO Code of Conduct for the International Recruitment of Health Personnel”, which aims to balance the interests of all stakeholders in a fair manner. In this way, we help prevent brain drain: we recruit healthcare professionals only from countries that, according to WHO assessments, have a sufficient health workforce and are not listed on the “WHO health workforce support and safeguard list”. We apply the same principle to other professional groups.
We are also committed to upholding international human rights conventions, in particular the European Convention on Human Rights. TalentOrange adheres to the ILO Core Labour Standards, the ILO General principles and operational guidelines for fair recruitment and definition of recruitment fees and related costs, as well as the UN Guiding Principles on Business and Human Rights. In addition, we follow the IRIS Standards of the International Organization for Migration.
The following additional principles guide our work:
- Compliance with the laws of all countries involved, including bilateral agreements and all relevant labor and immigration regulations
- Careful preparation for integration into the new workplace; this includes intercultural preparation at the receiving institution, that has developed integration measures and fosters a welcoming culture
- Transparency and written documentation of hiring and employment conditions to enable skilled professionals to make well-informed decisions
- Placement exclusively in employment relationships that ensure the same working conditions, rights, and obligations for domestic and international professionals (anti-discrimination)
- The best possible support for professionals in the recognition of qualifications obtained abroad, in obtaining residence permits, and in language acquisition
- Ethical and professional conduct at all times
- No placement in contractual arrangements containing repayment or binding clauses that do not comply with the requirements of the quality seal
- Sustainability and participation
- Protection of confidentiality and personal data
- Ensuring access to a complaints procedure and legal remedies
Employees or business partners who violate these principles must expect appropriate disciplinary measures. These may include termination of contractual relationships, disclosure of misconduct to us and to authorities, and, where applicable, the reimbursement of withheld deposits or fees to the nursing professionals.
